PRM FY 2025 Request for Concept Notes for NGO Programs Benefiting Afghan Returnees and IDPS in Afghanistan and Afghan Refugees and Stateless Persons in Pakistan

The Bureau of Population, Refugees, and Migration seeks concept notes for humanitarian assistance activities in Afghanistan and Pakistan, focusing on various sectors such as education, health, livelihoods, protection, and WASH. For Afghanistan, priority is given to projects that support vulnerable groups, including persons with disabilities and female-headed households, and emphasize primary and secondary healthcare, economic empowerment, and protection against gender-based violence. Concept notes for Afghanistan must align with regional response plans, include risk mitigation strategies, and demonstrate experience in carrying out assistance programs inside Afghanistan which may require negotiating with Taliban contacts.In Pakistan concept notes should target Afghan refugees and other vulnerable populations including women and girls, prioritizing education, mental health integration, sustainable livelihoods, and protection for underserved groups. Concept notes for Pakistan should align with the regional response plan and include contingency planning and risk mitigation strategies.Organizations can apply as consortia. For this notice, PRM defines consortia as a group of at least three organizations that form an agreement to undertake an assistance activity beyond the resources of any one member.
