THIS IS A NOTICE OF INTENT TO AWARD TO A SINGLE SOURCE, AND THERE IS NO FULL ANNOUNCEMENT ASSOCIATED WITH THIS NOTICE. This Notice is NOT a request for competitive proposals. The U.S. Fish and Wildlife Service (Service) intends to award a cooperative agreement to Arkansas State University under the authority Fish and Wildlife Act of 1956, 16 U.S.C.s 742f(1988); Fish and Wildlife Conservation Act of 1980, 16 U.S.C.s 661 (1988), the Endangered Species Act of 1973 (16 USC 1531-44), and the National Wildlife Refuge System Administration Act, 16 U.S.C.s 668dd-ee. The Service proposes to provide financial assistance to conduct a 2-year bat research project to Determine the Current Summer Status and Habitat Associations of the Endangered Indiana Bat and Three other Bat Species (Rafinesques big-eared bat, Southeastern myotis, and Northern long-eared bat) of Special Concern on the Cache River National Wildlife Refuge (NWR). Substantial involvement will consist of standard federal stewardship responsibilities such as monitoring project performance, technical assistance at the request of the recipient, verification of NEPA compliance. Period of performance is from January 15, 2014 to May 15, 2016. A determination by the Government not to compete this proposed assistance based upon Departmental Manual 505DM2, paragraph 2.14 (B) (2) is solely within the discretion of the Government.
