Promoting Quality Jobs in Infrastructure Development

The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor (DOL, or the Department), announces the availability of approximately $6,000,000 total costs (subject to the availability of Federal funds) for one cooperative agreement to fund a technical assistance project with the objective to support strong labor safeguard implementation that promotes safe, quality jobs on Multilateral Development Bank (MDB) infrastructure project sites in Indonesia and the Philippines. The project will prioritize underserved populations in Indonesia and the Philippines and will focus on MDB-funded construction of infrastructure projects in those countries, as well as operations and maintenance. The project will achieve the following three outcomes:          Outcome 1: Strengthened capacity of workers, workers’ organizations, and other key actors to participate in and facilitate strong implementation of MDB labor safeguards.          Outcome 2: Enhanced engagement by MDB project workers and their unions to improve labor rights and working conditions, particularly through collective bargaining.          Outcome 3: Increased involvement of workers and workers’ organizations as partners with MDBs, borrowers, and employers within the infrastructure project cycle.
