This cooperative agreement builds on a national infrastructure for CSBG performance excellence by supporting data quality, outcome measurement, and the annual Report to Congress. This investment emphasizes practical capacity building—enabling states, territories, and eligible entities to translate data into actionable insights designed to inform and improve CSBG program outcomes.This cooperative agreement builds off a previous NOFO and enhances the CSBG Performance Management Framework by emphasizing training and technical assistance (T/TA) that helps the CSBG network translate data into actionable insights designed to improve CSBG impacts, outcomes, and accountability.

Who Can Apply

As prescribed by Section 678A(c)(2) of the CSBG Act, as amended (42 U.S.C. 9913(c)(2)), eligible applicants are CSBG-eligible entities, or statewide or local organizations or associations, with demonstrated expertise in providing training to individuals and organizations on methods of effectively addressing the needs of families and communities with low incomes. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from the merit review and funding under this funding opportunity. Faith-based and community organizations that meet the eligibility requirements are eligible for awards under this funding opportunity.
