GRANTQUICK SUMMARYPlain-English Overview

ACL is funding 4 grants ($450K-$490K each, $2.96M total) to help states advance implementation of the National Strategy to Support Family Caregivers. Requires cost-sharing. States will use these grants to put the national caregiver strategy into action — integrating caregiver supports across state agencies, identifying and assessing caregivers, and connecting them to services and supports.

Who Should Apply

State government agencies (typically the State Unit on Aging, LTSS agency, or governor-designated lead agency for caregiver policy). Must be positioned to coordinate across multiple state agencies.

Who Should NOT Apply

Local agencies, individual service providers, nonprofits without state government partnership, or organizations without cross-agency coordination authority.

Key Requirements (Plain English)

  • Must advance state implementation of the National Caregiver Strategy
  • Must coordinate across multiple state agencies
  • Cost-sharing IS required
  • 4 awards of $450K-$490K
  • Must improve caregiver identification, assessment, and service connection
  • Must be a state government entity or state-designated partner

💡 GrantQuick Tip

Only 4 awards for 50+ states means this is competitive. ACL will prioritize states that show genuine cross-agency commitment — not just the aging agency working alone, but coordination between health, labor, education, and VA at the state level. If your governor has issued a caregiver executive order or your state has a caregiver task force, reference it. Show the infrastructure is ready for implementation, not just planning.

Competitiveness: High — 4 awards for 50+ states. States with existing caregiver strategy infrastructure and cross-agency coordination are best positioned.

What This Grant Funds

The purpose of this Notice of Funding Opportunity (NOFO) is to implement the demonstration authority in Section 373(i) of the Older Americans Act of 1965, as amended (OAA). Successful grantees will use the framework provided by the 2022 National Strategy to Support Family Caregivers (the Strategy) as the basis for their proposed projects. Under this NOFO, ACL is interested in supporting state implementation of the principles, recommendations and actions as stated in the Strategy. Grantees will be expected to develop a range of cross-agency partnerships at the state level to identify which of the Strategy's goals, recommendations and stated actions they wish to address on a statewide basis. Up to, but not to exceed, the first six months of their projects, grantees will be permitted to undertake a period of planning and coordination with project partners. At the end of the planning period, grantees must submit a sustainability plan detailing how project activities and accomplishments will be maintained and continued following the period of federal funding. During the remainder of their two-year projects, grantees will focus on implementation and execution of their proposals.

Who Can Apply

Eligible entities will be limited to state units on aging, those entities that administer Title III-E of the Older Americans Act of 1965, as amended. The ACL program office has verified with OGM and the Department that a limitation in competion of this nature is permissible. Per the Chapter 11.2 of the GPAM "An awarding agency is not required to get an exception if it is initiating supplements to a limited pool of existing recipients that were initially awarded as part of a competition, when the supplemental funding is offered to all recipients in that cohort, and where there is no change to the scope of the awards." applications will be sought from a previously identified list of awardees (the SUAs) to improve the administration of their current awards. Foreign entities are not eligible to compete for, or receive, awards made under this announcement.
