GRANTQUICK SUMMARYPlain-English Overview

DOJ's Office for Victims of Crime (OVC) is distributing $61M across 83 'Invited to Apply' Byrne Discretionary grants for victim services. Like the OJJDP companion (362837), these are congressional earmarks — NOT open competitions. If you weren't specifically named by Congress and didn't receive an invitation letter, you cannot apply.

Who Should Apply

ONLY organizations that received specific invitation letters from OVC. Congressional earmarks for designated victim service projects.

Who Should NOT Apply

Everyone without an invitation. Not a competitive opportunity regardless of qualifications.

Key Requirements (Plain English)

  • Must have received invitation from OVC (congressional earmark)
  • 83 awards up to $3.5M each ($61M total)
  • Must address victim services as specified in congressional language

💡 GrantQuick Tip

If you received an invitation, submit on time following all instructions. If you didn't, advocate to your congressional delegation for future earmark consideration.

Competitiveness: Not applicable — congressional earmarks.
