CPC programs only exist in countries that have signed bilateral compacts with the U.S. — currently a handful of countries. If you're not already operating in a CPC country or an upcoming CPC country, this isn't relevant. Check the TIP Office website for current compact countries. The winning organizations are usually the same 3-5 large international NGOs (IJM, World Vision, etc.) with existing government relationships in those specific countries.
Competitiveness: Very high — limited to CPC countries with very large awards. Only organizations with existing presence in specific compact countries can compete.
