The prevalence measurement requirement is the dealbreaker for most organizations. TIP Office wants PROOF that slavery decreased — not just 'we served X victims.' You need a methodology for estimating how many enslaved people exist in a target area before your program and after. Very few organizations have this capability (Global Fund to End Modern Slavery, Walk Free, ILO have published methodologies). If you can't credibly measure prevalence change, don't apply.

Competitiveness: Very high — requires both large-scale programming AND rigorous research methodology. Only 5-10 organizations globally can credibly propose prevalence measurement.

What This Grant Funds

The TIP Office invites applications for the Program to End Modern Slavery (PEMS). PEMS programming establishes a strategic funding framework to develop, test, evaluate, and scale evidence-based anti-trafficking interventions that directly advance U.S. national security, economic competitiveness, and efforts to combat transnational crime.

The following organizations are eligible to apply: · Not-for-profit organizations, including think tanks and civil society/non-governmental organizations · Public and private educational institutions · For-profit organizations · Public International Organizations · U.S. government agencies Applications submitted by for-profit entities may be subject to additional review following the panel selection process. Additionally, the Department of State prohibits profit to for-profit or commercial organizations under its assistance awards. Profit is defined as any amount in excess of allowable direct and indirect costs. The allowability of costs incurred by commercial organizations is determined in accordance with the provisions of the Federal Acquisition Regulation (FAR) at 48 CFR 30, Cost Accounting Standards Administration, and 48 CFR 31 Contract Cost Principles and Procedures.
