GRANTQUICK SUMMARYPlain-English Overview

FEMA's Intercity Passenger Rail Program is a sole-source $9.5M award to Amtrak for anti-terrorism security. This is NOT a competition — Amtrak is the only eligible applicant. It funds security improvements across the national passenger rail network: station security, cybersecurity, employee training, and infrastructure protection. Posted publicly because federal rules require it, but there is no competitive process.

Who Should Apply

ONLY Amtrak (National Railroad Passenger Corporation). No other entity is eligible.

Who Should NOT Apply

Everyone else. Commuter railroads, freight rail companies, transit agencies, and any other rail operator. This is legislatively designated for Amtrak only.

Key Requirements (Plain English)

  • Must be Amtrak (National Railroad Passenger Corporation)
  • Must focus on anti-terrorism security for intercity passenger rail
  • Must protect critical infrastructure and traveling public
  • Must align with national surface transportation security strategy
  • No cost-sharing required

💡 GrantQuick Tip

Skip this entirely unless you work at Amtrak's Office of Corporate Security. This is annual sole-source funding that Amtrak receives every year. It's publicly posted only because of federal procurement requirements.

Competitiveness: Not applicable — sole-source to Amtrak.

What This Grant Funds

The Fiscal Year (FY) 2026 Intercity Passenger Rail (IPR) – Amtrak program is one of four grant programs that constitute DHS/FEMA’s focus on transportation infrastructure security activities. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by DHS to help strengthen the Nation’s critical infrastructure against potential terrorist attacks. The IPR provides funds to Amtrak to protect critical surface transportation infrastructure and the traveling public from acts of terrorism.
