GRANTQUICK SUMMARYPlain-English Overview
HHS/ORI's Program Development and Evaluation (PDE) grants fund the creation of NEW tools and interventions to promote research integrity and prevent misconduct. Two awards of $75K-$100K each. This is for building things: training programs, assessment tools, early-warning systems for at-risk labs, or institutional compliance innovations. Must be evidence-based and produce deployable tools, not just papers.
Who Should Apply
Universities, research institutions, nonprofits, or companies with expertise in research integrity who want to BUILD something — a training curriculum, software tool, assessment instrument, or intervention program.
Who Should NOT Apply
Organizations wanting to study misconduct (use the RRI program instead), conference organizers (use the CWP program), or anyone without a concrete deliverable in mind.
Key Requirements (Plain English)
- •Must develop and implement innovative approaches/tools for research integrity
- •Must be based on empirical evidence (including ORI-funded research findings)
- •Must produce deployable interventions or tools
- •Must help identify at-risk individuals or laboratories
- •Must promote integrity and prevent misconduct
- •No cost-sharing required
💡 GrantQuick Tip
ORI wants TOOLS, not papers. The winning proposals will say 'we're building X and here's how institutions will use it.' Examples: an AI-powered image integrity checker, a mentoring intervention for early-career researchers at high-pressure labs, or a self-assessment dashboard for research integrity offices. At $100K max, scope appropriately — a pilot tool with one institution testing it is perfect. Don't overpromise a national platform on $100K.
Competitiveness: Moderate — 2 awards in a very niche field. Few organizations specifically do research integrity tool development, so the applicant pool is small.
