Justice Sector Support Project - Peru

The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to: to support Peru in strengthening its justice sector, preventing corruption, combating transnational organized crime, and increasing access to justice.

The project will strengthen the Peruvian justice sector’s capacity to: (1) consolidate and build on justice reforms; (2) investigate and prosecute complex organized crime cases; (3) improve internal accountability entities, policies, and controls to prevent corruption and enhance transparency; and (4) expand access to justice, including for vulnerable populations.

The Peruvian criminal justice system has implemented significant judicial reforms over the past two decades. In July 2006, Peru’s justice sector initiated a transition from the inquisitorial to the accusatory legal system, and instituted a new criminal procedure code designed to streamline the penal process. Peru completed the transition in June 2021, with all new cases now being tried under the new criminal procedure code. However, many years of legacy cases from the old system remain in the courts. Since 2012, INL has supported the Peruvian government’s judicial reforms with training and technical assistance to justice actors across the government.

• This project aims to consolidate Peru’s transition to the accusatory system and improve coordination among implementing agencies, including the Peruvian National Police and Public Ministry,
• This project aims to increase capacity in investigating and trying complex crimes such as money laundering, drug trafficking, and environmental crimes, providing justice sector actors skills to prepare cases and engage in effective interagency coordination, as well as international coordination,
• This project aims to strengthen justice sector actors’ internal ethics and accountability bodies to create formal mechanisms and follow-through to prevent, detect, investigate, sanction, and if needed, prosecute, those who engage in corruption, and
• This project aims to ensure that justice sector actors understand the needs of vulnerable populations and promote diversity and access to justice for all.
