What This Grant Funds

The Bureau of Justice Statistics (BJS) is seeking an agent to support the FY 2021 2020-2021 Annual Survey of Jails COVID-19 Addendum Project. The purpose of this project to collect data on the impact of the COVID-19 pandemic on local jails in the United States in 2020. The data will be collected as part of the 2020 and 2021 Annual Survey of Jails (ASJ) to save time and cost. The data will describe COVID-19 testing in local jails and monthly jail population change during the first year of the pandemic. Statutory Authority: Under section 302 of the Omnibus Crime Control and Safe Streets Act, BJS is authorized to "make grants to or enter into cooperative agreements or contracts with public agencies, institutions of higher education, private organizations, or private individuals" for purposes of collecting and analyzing criminal justice statistics (34 U.S.C. § 10132(c)(1)).

Who Can Apply

In general, OJP expects that a prospective applicant that is sent an OJP Invitation Letter will be eligible to receive funding as described in the invitation. (Under certain circumstances, however, OJP ultimately may determine that an invited applicant is not, in fact, legally eligible to receive an award.) All recipients and subrecipients (including any for-profit organization) must forgo any profit or management fee.
