What This Grant Funds

OJP is committed to advancing work that promotes civil rights and racial equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety and protects the public from crime and evolving threats, and builds trust between law enforcement and the community. To enhance capacity to identify, assist, and provide services to all victims of human trafficking, the Office for Victims of Crime (OVC) leads the Nation in supporting victim-centered and trauma-informed programs, policies, and resources that promote justice, access, and empowerment. This solicitation's purpose is to support multidisciplinary, collaborative model task forces to combat human trafficking, as defined by the Trafficking Victims Protection Act (TVPA) of 2000 and its reauthorizations. This program will provide funding for services to victims of human trafficking, as defined by 22 U.S.C. § 7102(11).

Who Can Apply

This solicitation requires each lead applicant to submit their entity’s application separately into Just Grants (one application submitted by an eligible lead law enforcement agency and one application submitted by an eligible lead victim service organization.) Please see the Application and Submission Information section for more specific guidance on coordination of application materials (some elements should be identical (i.e. program narrative) and some elements should be different (i.e., budgets.) Purpose Area 2: Eligible applicants must be a previous recipient of an OJP Enhanced Collaborative Model (ECM) Task Force to Combat Human Trafficking award. Purpose Area 1 and 2: OJP ECM recipients that received funding in fiscal years (FY) 2020 and 2021 are ineligible to apply under either Purpose Area in this solicitation. For purposes of this solicitation, “state” means any state of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.
