OVC FY 16 Vision 21: National Identity Theft Victims Assistance Network Expansion - NITVAN II

The Office for Victims of Crime (OVC) is seeking applications for a national training, technical assistance and network expansion effort that builds upon the existing Identity Theft Victims Assistance Network (NITVAN) program (adding 20 more sites), and includes an additional emphasis on cybercrime. Under the National Identity Theft Victims Assistance Network Expansion NITVAN II solicitation, OVC intends to award one $1,500,000 cooperative agreement in year one to a national victim-serving organization to expand the outreach and capacity of the existing ten, previously-funded, NITVAN coalitions with sub-award funding of up to $50,000 each to up to 20 new coalitions in years two and three of the three year program. NITVAN II will help continue to build upon and improve the current policy development, training and service delivery portfolios at the local, state, and regional levels to address the needs of victims of identity theft now with additional emphasis on cybercrime. The ultimate goal of this program is to provide support and guidance to statewide or regional identity theft victim assistance programs and coalitions through a national network that builds capacity to provide assistance to victims of identity theft and encourages expansion of existing victim service programs and coalitions to address as well the needs of victims of cybercrime. Note - OVC funded the original National Identity Theft Victims Assistance Network in 2010 to expand the outreach and capacity of victim service programs throughout the Nation to better address the rights and needs of victims of identity theft. Through this technical assistance and coalition effort, OVC successfully funded the establishment of collaborative regional, statewide, and community-based coalitions in 10 sites dedicated to improving the response to victims of identity theft. This is an expansion of the initial NITVAN effort to 20 additional network sites, with additional and growing emphasis on cybercrime.
