What This Grant Funds

The purpose of this solicitation is to fund VOCA Victim Assistance Program state administering agencies (SAAs) or outside organizations who partner with existing SAAs to provide training within the applicant's state. Activities funded through this program may include, but are not limited to, the establishment or enhancement of state victim assistance academies, statewide training initiatives, crime victim-related conferences, basic training for new programs, or scholarships to attend conferences and/or training for service providers and others who work with victims of crime. OVC expects to make up to 30 awards of up to $1.5 million each, with an estimated total amount awarded of up to $12 million. The anticipated period of performance for these grants will be from the award date through September 30, 2021. OVC will conduct one pre-application webinar on May 22, 2018, from 1:00–2:00 p.m. e.t. Who Can Apply

Eligible applicants are limited to state administering agencies for the Victims of Crime Act (VOCA) Victim Assistance Program Formula Grants, authorized by 34 U.S.C. § 20103(a) and (b). Outside organizations are also eligible to apply for funding when such an application is made in partnership with the VOCA Victim Assistance Program state administering agency of the applicant’s state. All recipients and subrecipients (including any for-profit organization) must forgo any profit or management fee. OVC welcomes applications under which two or more entities would carry out the federal award; however, only one entity may be the applicant. Any others must be proposed as subrecipients (subgrantees). The applicant must be the entity that would have primary responsibility for carrying out the award, including administering the funding and managing the entire program.
