What This Grant Funds

OVC seeks applications which focus on elder financial exploitation through innovative collaborations between the financial industry and others to better detect and respond to victims. These efforts should build the capacity of victim service providers and financial industry representatives to enhance fraud detection and provide trauma-informed, age-appropriate services and resources for victims. Projects proposed under this program must be built on collaborative partnerships that are national in scope to develop or enhance promising practices, models, and programs and provide enhanced or improved services for these victims. OVC expects to make up to six awards of up to $500,000 each, with an estimated total amount awarded of up to $3,000,000. OVC expects to make awards for a 24-month period of performance, to begin on October 1, 2018.

Who Can Apply

Eligible applicants are limited to nonprofit organizations (including tribal nonprofit organizations); for-profit organizations (including tribal for-profit organizations); colleges or universities (including tribal institutions of higher education); and public agencies, tribal governments, or tribal organizations. A nonprofit organization does not need to have 501(c)(3) status to apply for grant funding under this solicitation. OVC welcomes applications under which two or more entities would carry out the federal award; however, only one entity may be the applicant. Any others must be proposed as subrecipients (subgrantees). The applicant must be the entity that would have primary responsibility for carrying out the award, including administering the funding and managing the entire project. Under this solicitation, only one application by any particular applicant entity will be considered. An entity may, however, be proposed as a subrecipient (subgrantee) in more than one application. Award recipients from the 2017 Field-Generated Innovations in Addressing Elder Abuse and Financial Exploitation are eligible to apply; however, any proposed project under this solicitation must be distinct and separate from their 2017 Field-Generated project. All recipients and subrecipients (including any for-profit organization) must forgo any profit or management fee. OVC may elect to fund applications submitted under this FY 2018 solicitation in future fiscal years, dependent on, among other considerations, the merit of the applications and on the availability of appropriations.
