The National Main Street Center Inc. is a private, nonprofit organization and its purpose is to advance the study and preservation/revitalization of commercial districts throughout the country, and to facilitate public participation in the preservation of sites, buildings, and objects of historical significance or interest through training, documentation, publication, conferences and symposiums. NMSC provides a highly qualified pool of professionals skilled at the promotion & public understanding of properties with World Heritage Site status or potential. RECIPIENT INVOLVEMENT A. The National Main Street Center, Inc. agrees to : 1. Work together with NPS in developing and disseminating information related to new methodologies, technologies, and techniques for protecting and preserving cultural resources. 2. In collaboration with NPS, increase public access to historic preservation-related information. 3. In coordination with NPS, organize conferences, seminars, workshops, and other types of training for the purpose of educating practitioners, educators, students, and the general public on preserving cultural resources. NATIONAL PARK SERVICE INVOLVEMENT Substantial involvement on the part the National Park Service is anticipated for the successful completion of the objectives to be funded by this award. In particular, the National Park Service will be responsible for the following: B. NPS agrees to ¿ 1. Participate with the National Main Street Center, Inc. in undertaking activities that will increase the overall information and knowledge related to protecting and preserving cultural resources. Such activities may include developing and distributing information concerning the methods and techniques for historic preservation. 2. Increase public access to historic preservation information by undertaking various activities together with the National Main Street Center, Inc. that will result in increased availability of information on all aspects of preserving historic resources.\ 3. In conjunction with the NMSC sponsor and organize seminars, workshops and types of training programs for the purpose of supporting, stimulating and promoting historic preservation. SINGLE-SOURCE JUSTIFICATION DEPARTMENT OF THE INTERIOR SINGLE SOURCE POLICY REQUIREMENTS Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable. In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria: (1) Unsolicited Proposal ¿ The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives; (2) Continuation ¿ The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity; (3) Legislative intent ¿ The language in the applicable authorizing legislation or legislative history clearly indicates Congress¿ intent to restrict the award to a particular recipient of purpose; (4) Unique Qualifications ¿ The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications; (5) Emergencies ¿ Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed. The National Park Service did not solicit full and open competition for this award based the following criteria: (4) UNIQUE QUALIFICATIONS SINGLE SOURCE JUSTIFICATION DESCRIPTION: The NMSC will share resources, facilities, information and expertise to enhance the ability of each party to promote and fulfill the agenda of the NMSC Conference, for which the NPS will serve as one of the primary sponsors. Through its unique membership, the NMSC will help disseminate information about NPS's historic preservation programs and the significant historic sites in the NPS and throughout the United States that might benefit from the grant programs, through publication and distribution of materials, as well as through seminars, conferences and symposia. The activities and spheres of interest of the NMSC closely coincide with those of the NPS. Equally as important, contracting with a private firm would not permit the NPS to have the level of substantial involvement that it enjoys with the NMSC, involvement that shapes the direction of the NMSC, benefits the conference attendees, and utilizes the skills of NPS staff in the fulfillment of the task agreement.
