What This Grant Funds

The Bureau of Near Eastern Affairs' Office of Assistance Coordination (NEA/AC), in coordination with the Libya External Office (LEO), the Bureau of Near Eastern Affairs' Office of Maghreb Affairs, the Bureau of Conflict and Stabilization Operations (CSO), and the Bureau of Political-Military Affairs (PM), seeks proposals to support Libyan and international efforts to develop and implement a comprehensive strategy for bringing security provision fully under the auspices of state-led security institutions. Funding will build upon prior Department analyses and recommendations and aim to further the prioritization and consolidation of Libyan, United Nations Support Mission in Libya (UNSMIL), and international SSR/DDR efforts, including advancing the development of a unified strategy and coordinating with donor mechanisms to operationalize an SSR/DDR strategy. Support to implementation of a comprehensive Libyan SSR/DDR strategy may include the provision of technical advice and other strategic-level support to Libyan state security institutions, such as the Government of Libya's (GoL) Ministry of Interior (MOI) and Ministry of Defense (MOD), and relevant non-state actors at the national or municipal level. Support shall ensure that the execution of key components of the Libyan strategy align with the UN-facilitated political reconciliation process and unified political and security strategy.
