INL/KM Police Training for International Law Enforcement Personnel

The purpose of this Cooperative Agreement is to add a full-service, U.S.-based police training facility to the INL stable of police training opportunities, to support State Department programs worldwide on a wide ranging set of law enforcement topics. The Partner Agency will be expected to provide a full scope of services required to plan and conduct international police training at a U.S. facility, including curriculum development and modification, ascertaining training needs, classroom instruction, field or operational training, experiential learning, and training evaluation. The Partner Agency will have the capacity to provide training programs in English; Agencies should note, in their proposals, their ability to instruct in languages other than English; areas of expertise in law enforcement, including law enforcement tactics, management, leadership, and training; and their residential or training facilities and what they can offer. INL staff in Washington, DC and/or at U.S. embassies will arrange for interpretation and translation of training materials for foreign participants, as needed. The initial funding up to $35,000 for this Cooperative Agreement will be provided to support any necessary procurements to ensure the recipient’s ability to facilitate classroom instruction for 30 students, including furniture, IT equipment, interpretation/translation equipment and office equipment. Additional funding for the delivery/implementation of specific courses of instruction will be provided via amendments to this Agreement. INL intends to sponsor 10 – 25 weeks of training per year under this Cooperative Agreement; however, this amount may be more or less depending on funding and demand.
