What This Grant Funds

The purpose of this program is to provide Uganda and the DRC with best practices and technical support to weaken the influence of the Islamic State in DRC (ADF) through well-designed processes for defections and reintegration. The goal of this project is for Uganda and the DRC to have effective and coordinated strategies, frameworks and mechanisms for defections promotion and reintegration from ADF. This program will enable follow-on defection promotion activities and reintegration to occur according to best practices and to reduce risk to defectors and their recipient communities. Without sufficient preparatory steps, defectors may face a more hostile reintegration environment in eastern DRC and Uganda. This advances the USG’s broader policy objective to reduce the activities of armed groups in the eastern DRC.
