FY 2023 Notice of Funding Opportunity for NGO programs benefiting refugees, asylum seekers, and vulnerable migrants in Costa Rica, Guatemala, Mexico, and Panama

Please use both the General NGO Guidelines and this announcement to ensure that your submission is in full compliance with PRM requirements and that the proposed activities are in line with PRM priorities. Submissions that do not reflect the requirements outlined in these guidelines will not be considered. Proposed activities must primarily support refugees, asylum seekers, and vulnerable migrants in Costa Rica, Guatemala, Panama, or Mexico. Only single country proposals will be considered. Proposals that place women and girls at the center of program design and implementation, while addressing the needs of all genders under the specified sectors, shall be prioritized for funding. Because of PRM's mandate to provide protection, assistance, and sustainable solutions for people in need of international protection, PRM will consider funding only those programs that include a target program participant base of at least 50 percent refugees, asylum seekers, and vulnerable migrants. In order for a program participant to be considered a refugee or asylum seeker, they need not be formally registered or already granted refugee status by the host government but should have a clear international protection need and be outside their country of origin or prior long-term residence. There is no requirement to target a specific nationality as a majority of the participant base. While proposals for activities in all locations in the specified countries will be considered, PRM seeks to prioritize locations where other humanitarian actors do not already have a robust presence. Please also keep target populations in mind when considering activity locations. Proposals for locations where other actors are present should articulate what unmet needs remain there and why, and how the project will fill that gap.
