Individuals, state and local governments, foreign public entities, and public international organizations are not eligible to apply. Before submitting, potential applicants should ensure that they are eligible to receive a grant or cooperative agreement and prepared to adhere to the terms of 2 CFR 200 and 2 CFR 600.
